Impact Cleaning Services has structured itself so that many cleaners are only employed if they become subcontractors or agree to work for one.
Several allegations and charges have been made that cleaners working for subcontractors receive no vacation pay, no EI, no CPP, no WSIB coverage and in some places receive less than minimum wage.
